A UEFA A licence holder, the 49-year-old former Hastings Town forward recently left the Priestfield Stadium after six years as head of youth development and youth team manager to set up a new elite coaching academy with Andy Hessenthaler in conjunction with Folkestone Invicta.
Hare, pictured, succeeds former manager Garry Wilson and his number two Danny Bloor who left the Pilot Field in April after failing to reach the play-offs.
In a statement announcing his appointment, club officials said the former Gills caretaker manager was chosen to guide the club next season after a "lengthy and thorough" recruitment process.

Welcoming Hare, who has also enjoyed previous management spells at Canterbury City, Folkestone Invicta and at Dover Athletic as assistant manager when they won the Ryman League back in 2009, a spokesman said: "Many supporters will remember Hare from his playing days when as a centre forward he was part of Peter Sillett's Hastings Town squad of the early 1990s. He is currently in the process of finalising his backroom team, and these appointments will be announced in due course.
"However, the club is able to confirm that Dane Martin has agreed to continue in his position of physiotherapist and Dino Gilkes will also be staying on as kit man. Glyn White will remain in charge of the development squad for the 2016-17 season with Dean White retaining his role as head coach of United's football academy."
